Late 19th C / Early 20th C hand painted watercolor folk art pen wipe

In the days when people used nib pens and dipped them in inkwells, there was a need to wipe the excess ink off the pen from time to time to ensure things stayed tidy and neat.  This looks like a home made gift that has a fun play on words title, " Excuse haste and a poor pen" that relates to its purpose - though never used.  Total of three pages with a piece of blotting paper in the middle and a back piece - tied together with a red ribbon.  8 inches long and 4 inches wide.
