Folk art, hand made push toy?

Assuming that a pole was attached and the figure was moved forwards and backwards on the four feet. The hat is loosely attached so that it bobbles and moves along with the man. I just love the aesthetic of this one. Strange but wonderful. 15 inches tall by 9 inches wide.
